How to buy a Wii U VC game without a console

I want to buy a Wii U VC game before the closure of the eShop but I don’t have a Wii U, 3DS or Switch for now, is it necessary to create a Nintendo Network ID and merge my Nintendo account balance with my NNID in order to buy it from the desktop browser?

I just read through your question twice and still didn't get the point....
You want to buy a game, but you don't have the console you need...
What do you want with it then? You can't download it from the browser anyway. That makes your plan pointless.

Enlighten me pls.

What do you want with it then? You can't download it from the browser anyway. That makes your plan pointless.

Yes that's it, I want to add it to my account so I can play it when I get a Wii U, especially given the closure of the eShop in March 2023.

    Just give it a try, but honestly if you have a 3DS you can play DS games without a card just off the internal SD card
