You have to import a European eShop card that is from the part of Europe you set your 3DS' location to, or use your credit card to get points. Then you just buy your game.

you can't just lauch eshop and buy it from there using visa?

if you can't do this, you may need a VPN...

I think the eShop is always the same region as the 3ds, for example I can only access the Japanese eshop with my JP N3DS here in germany...
