Hacking how to add Wii Menu themes??????

I've been on the Wii seen for about 8-10 weeks and every now and then I see some one with a theme on there Wii menu/ channels screen...

lol, I want that can some give me a link to a tutoral on how to do this????
I have preloader installed I think thats part of it...?

I have search and cant realy find much on this....Is it risky??

its a HBC app called SoftMii Tweak Toy, its a part of the SoftMii package.
you make a folder on your SD card called "SoftMii" and then go to softmii.org and go to the forums then you will find some themes
