Allow me to elaborate.

If I'm thirsty, then it's half full, because there's something there for me to drink.
If I need the glass for something else (eg. dump out the water, pour in the tequila), then it's half empty. I don't care about what's already in it. I need it completely empty before filling it up again.

If neither of the above situations apply, then I don't care if it's half empty or half full. It is just a glass.

Well, the answer to that question depends on if you're starting out with an empty glass or a full one.

If it's empty and you fill it half way, it's half full.

If it's full and you drink half, it's half empty.
