    I want to rip the Digimon sprites from Digimon Story, but I want to know if it's even possible first. If it is possible, how?

    If the game doesn't run in an emulator, you have two options:

    1) Make a better emulator.
    2) Reverse-engineer the graphical format.

    #2's been done for Sonic Rush. I don't know how good you are at ROM hacking, and I'm not interested enough to try with that game.

    Having not played Digimon story I can not say but many games use GBA format graphics and there are many tile editors available for it.
    Yesterday I took a look at Jump Super Stars:
    I pulled apart the rom with NDSTool although you could use NDSTS is you wanted.
    The in the \data\Data\chr directory there is a bunch of .aar files.
    These use 4bpp GBA format (I have not tried all but other roms (The new Japanese bomberman game being only one I can thing of right now) use 8bpp GBA format as well) and are uncompressed.

    This is just a quick demo so I did not bother to sort out a palette

    So I want to know two things.Because for example as instance I want to know how to extract and then pack character models from Sonic Rush. Because in future I have plans for Sonic Rush character modding. Because some guy on youtube made Sonic Rush Shadow mod.
