i'm thinking of porting SMSPlus for the GBA because it has a Better Performance than SMSAdvance. But I dont know how? May you guys help me?

Are you proficient in any programming languages? If not, start there. Which one isn't particularly relevant, because your goal currently is to understand the scope of what it is you're trying to accomplish.
