Naruto uses Chakra While San Goku uses Chi to do that.

It's an animated gif image, made frame by frame in an animation program. They take a lot of time to do, so if you get bored easily don't even bother. It's more interesting if you make your own sprites, the ones in that sig have been nicked from a game so it takes all the fun out of it IMO (and 80% of the work).
