I run my backups via DVD so I'm stuck with Neogamma. I installed cIOS 222 w/ merged 38 and 37 but Neogamma still shows I'm using cIOS 249... How do I change this?

you dont. neogamma is coded only to use 249. if you ave to ask this question, then we can assume that you dont know enough to add the needed code to both change the ISO and also add the code needed to let IOS222 read from burned games, since it doesnt right out of the box.

I heard USBLoader GX can change the cIOS that is used to load a game. I installed USB Loader GX and when I put in a USB drive it asked me to make a WBFS partition, so I did. I ended up getting a black screen of code, something about a stack dump. How do I fix this?

You can patch the source to do it and then recompile; that's why I now have a copy of NeoGamma R8 RC3 that runs off of IOS4.

There's no such thing as a cIOS249!!! Where the frak does that come from?

You can hexedit the config file NeoGamma stores on sd card to change the IOS it uses. Hermes cIOS doesn't work exactly like an IOS when loading games from disc, that's why just changing NeoGamma to use IOS222 wouldn't get you the expected result.
