The site has a page explaining how to do this, it's linked in the home page "How to install splash screens" :P
https://splash.3dsthem.es/how.php

  1. Download a splash screen
  2. Put the BIN files into the /luma folder in your SD Card
  3. Boot up your 3DS whilst holding the SELECT button to launch the Luma3DS settings
  4. Set "Splash" to "Before".

Can I store and change more than one splash screen on my 3DS, @erman1337?

One splash screen at a time, for a custom one

Name the top one you want splash.png and bottom one splashbottom.png then edit them in paint and resize your images then go here to convert your png http://xem.github.io/3DShomebrew/tools/image-to-bin.html

Then

1. SD
2.luma
3.Place splash.bin and splashbottom.bin inside
4.???
5.Profit

Screensizes
Top
400×240 pixels

Bottom
320x240

Set Luma to display image before payloads, that works best for me anyway

Convert .bin to .png
