ROM Hack Question How Do I Mod Pokemon Lets GO Pikachu on Atmosphere?

TO start, i'm on 6.1 with the latest version of atmosphere. I have a qcean theme installed which I believe required LayeredFS to work. I've added the mod title# folder into the atmosphere\titles folder but the mods dont show in game. Is there a step i'm missing? I just want to play as Ash and it's been 4+ hours of research thus far. ANy help would be greatly appreciated.

Not related but I hope mods exist one day to:
Make encounters invisible
Having to weaken a Pokemon to catch it
Only participating Pokemon receive xp

The issue was due to the version of the mod i was using. I reverted to the previous and all is well.
