If not, then there's no way for you to install .cias unless you either
A. Are willing to cash out some $ to buy a $5 dollar eShop game and have access to a system on 10.7 or lower
B. Are willing to get a hardmod

You can back those up with homebrew. As said tho you would also need access to a system on 10.7 or lower

If you buy a new one then hope it has 10.7 or lower
11.0 is pretty much a brick wall atm

Not really... Exploits aren't 100% patched and knowing nintendo, they probably messed something up with the hardcoded title list.
