the Ezflash iv does not have rtc(real time clock)function.your best bet would be to open your rom in YAPE (yet another pokemon editor)and change how riolu evolves.
edit heres a patch i just made;apply it to a clean pokemon EMERALD rom;use a ups patcher to patch
Riolu now evolves at level 20 with this patch
You could apply a clock patch with GBATA: http://www.no-intro.org/tools.htm
This should allow time to progress normally as long as the game is running, but the clock will stop when you turn it off.

I have the same problem, but I use a Supercard DSTWO. Which is strange because in the last version of the GBA emulator, the RTC is supposed to be fixed... So if someone has a solution to make it work that would be nice
EDIT : Problem solved, I discovered TempGBA 1.45.4 which solves the problem
