Homebrew How do I combine 3dsx and smdh files?

I have a converter called 3ds Title Manager that converts 3dsx files to cia files very well but I have a game that uses an smdh file and when I convert it there is no icon. Does anyone have a tool that either converts both 3dsx and smdh files into a cia file or merges the 3dsx file with the smdh file?

Don't think u can I remember running into this problem eons ago back in the dark days of cfw man
