Gaming How do 3DS games' word blocklists work?

Hi, I've been playing bunch of 3DS games recently, and noticed one funny thing.
In Tomodachi Life I can type in every single offensive word in existence, but when it comes to, say, Pokemon X, some words are blocked (for a right or not reason)

Does every game have its own word blocklist?
(fyi, I use Citra instead of my real hardware, does it change anything?)

and I have not heard of the 3ds having a firmware/OS level affair, not to mention it would shift liability at some level in some places. To that end probably down to individual games.

Emulation vs real hardware might change something if it was firmware based, though it would probably also be an option at some level.

Always assumed Tomodachi allowed anything because peoples and fictional characters names' can get quite out there and rather than trying to think of everything and possibly censoring a real name because it sorta has a gamer word in it, they just let anything fly. However, if you try to use gamer words in a song, phrase, or question it will stop you (unless you get creative).
