Yes. It's as simple as that: EA owns battlefield 4 rights, and wanted/still wants people to buy it on their store (where they'll get 100% of the revenue) rather than on steam (where they'll have to pay a percentage to valve).

Bad Company 2 was also brought out while Origin wasn't much of a thing yet, hence why they brought it to steam. From Battlefield 3 onwards they had Origin fully operational and as said before, brought it out on there to get the full revenue, instead of having to pay steam for it.
