I see Your 3ds version is on the compatible devices list and the payload for your device is supposed to be downloaded automatically but it not always work well. Since you can't download the payload manually for your system try clearing the history and cookies from your browser. It might fix your problem.

 

Try again with this Boot.3dsx replace the one tha's on the root of your sd card with this one.

Do you have any CFW set up?
You could try many more options with custom firmwares.

 

I don't think nh2 is compatible for your fw. Maybe nh1 payload.bin through mset? And why won't you use pirated cubic ninja?

 

Are you sure you use ninjhax1 qr payload and homebrew launcher?
