Homebrew How can I compile my homebrew as .cia

Hey guys,
since days I go round in circles and I have no idea, what the problem is so i really need your help.
I programmed an app, compiled it as .3dsx , I also created a 3D banner (followed this guide: https://gbatemp.net/threads/tutorial-creating-3d-banners-from-3d-models-for-cias.433783/) and now I´d like to compile it also as a .cia.
The problem is that I use a Makefile that don´t use makerom.exe, but a very large Makefile (https://pastebin.pl/view/6c3522c9)
I tried to use makerom by the command line, I tried to put the commands into the makefile and I also downloaded the latest makerom.exe but nothing worked.
Maybe someone can help me to come to an end.

probably need the sdk or something similar. do you have visual studio installed? that can compile github projects along with the software development kit. I'm assuming you have something if you made a 3dsx.

I thought of devkit pro. it works with several systems including the wii u. someone you might ask is @Joel16 . he's a dev in several scenes, and he's on here. we've become friends through psx place. he made 3ds recovery which backs up things like movable.sed without godmode. he made a 3dsx and cia of it I believe. I've tried both of them as it's still on my 3ds.

    I've been working on making a wheel controller with arduino, 3d printed round knob, and a potientometer.to play breakout and games like that. Kinda of like the old Atari 2600 controllers.

    devkitPro by defaults use C and C++. So I suppose you start off with C first and then move onto C++.
