How can I build a .WAD file from a collection of files like this?

I avoided having to work with these this time because I just found a usable .WAD file that did what I needed but for the future (or even just for my self-edification), how do these files work? Apparently the "tmd.1" file needs to be renamed "title.tmd" and the numbered files with no extensions need to have ".app" appended as an extension but after that what next? Is there an application that can compress these files into a single .WAD for installation on a Wii?

Those are encrypted, it's not just a matter of renaming them, it's decrypting and renaming

U can repack using a number of tools, modmii, WiiPy, sharpii, wadmii, maybe showmiiwads, etc

Edit: also you're missing some files

For an example take a similar wad and unpack it and you'll get an idea of what an unpacked wad should look like and what u typically need to repack one also
