Goal:
- Completely remove all homebrew and CFW from both NAND and SD Card
- Be on newest OFW
- 100% empty SD Card
- 100% clean NAND

WITHOUT a nand restore whats the fastest way of doing this

Why would you even want to do all that when CFW is 100% safe to use even on latest firmware and offers tons of options for anything you may ever need? Unless you plan to sell it or something (since selling systems with CFW is illegal), just keep CFW:/

But if you REALLY want to do the retarded thing and remove everything and don't have a NAND backup from before you installed CFW, then do this:
- Use System Settings to uninstall ALL pirated games/homebrews/etc.
- Use the GM9 script meant for uninstalling CFW
- Delete everything from your SD card
- Update to latest firmware if not already on it

Again, I HEAVILY advise against removing CFW, it's not gonna make you any less likely to ban if that's what you are worried about. ONLY remove it if you need to sell the system or something like that.

My reasoning for doing this is actually so I can re-install CFW, I have an insane amount of trash, fucked with shit and corrupt content on my system, it is so bad its easier to just re-install CFW from scratch haha.
EDIT: What is this gm9 script your on about?

If this is your goal, there's no reason to remove B9S. Here's what I would do:
  1. Reinstall the latest version of B9S.
  2. Do a CTRNAND transfer without restoring any tickets.
  3. Format your system from the 3DS settings.
  4. Delete everything from your SD card except the Luma3DS boot.firm
That should do it.
