Hacking House of the Dead 2 & 3 Return

I have a NTSC-J Wii and I used WiiFrii 2.3b to make a NTSC-U version of HOTD 2 & 3 work with the jap Wii. Everything is fine when I play HOTD 3 but when I play HOTD 2 everything is in japanese. Why so?
