I had the same issue, Turn off Clock + L2 in Luma Settings, should work after.

That was totally going to be my suggestion.
Haven't tried the faster clock settings yet but I really should.

Since you definitely had it hacked before 11.2, I'm very sure you are supposed to install the hblauncher_loader_v1.3.cia after the 11.3 update. The v1.2 cia was broken if I recall. Try installing v1.3 and then see if it works. Also turn off the L2 in the Luma settings. If you plan on keeping that SD card on your 3DS permanently then I suggest keeping the following folders/files (some I assume you use) and delete the leftovers. The other files may interfere.

The rest seem to be files from Android or other cia files which I assume you already installed. This is completely optional but I highly recommend cleaning out your SD card.
