Homebrew Bounty Splashscreen

Is there going to be a splashscreen ?
And do we have to wait a certain time to release our game/app we want to submit?

We're going to come up with a full set of rules in the next couple days.
I don't know if we'll have splash screens, I don't like those personally. But we'll see.

The idea of the homebrew bounty is to encourage homebrew development.
It is NOT to focus all attention on gbatemp, or on the competition in particular.
I guess we could have an optional splash screen, but it shouldn't get in the way of developers that don't want it.
