ROM Hack HGSS Gym Leader Editing

I remember when HGSS first came out in Japanese someone made a tool that let you edit the Pokemon that the Gym leaders and Elite 4 had, their moves and their levels. The program doesn't work with English HGSS roms though so I was wondering if there would be anyone willing to create an english compatible program that does the same thing.

The program I was using for the Japanese roms was:

Id love to do this to Blue and give him a starter, and maybe even to Red to give him more of a varation from all or most generations.

That's the problem, it only works on Japanese HGSS roms. I'm hoping someone can slap together a similar tool that works for the english roms.
