I figured out my mistake for those who come after me. For anyone to be able to mod the actual game interface and to get a debug menu, you need to have the decrypted (maidump) version installed and it should be the EUR(opean) version. So you CANNOT use the NoDpRm install method or PKGj to install the game as these are encrypted game files. But tbh, after doing all this, I've come to realize that the vitacheat plugin and cheats codes for vitacheat are more then enough. Hopefully someone will find this helpful.
