Hacking Help with cheats on CFG USB Loader

I have the PAL copy of a game, but it doesn't find any cheats when I try download them through the loader.

I have found a list of the codes I need, and downloaded the NTSC version of the cheats.
I replicated the txt file replacing the cheats and codes.

When I boot the game, It doesn't recognise them.

Any tips?
