You can use the eShop to install game updates. Alternatively, you can download the CIA file for the update you want and install it with FBI.

Copy the game update cia file to the root of your sd card.
Launch FBI, go into your sd card directory, then select the game update cia file to install it.



I don't think it would work, since eshop will only have the US updates (since his/her 2ds is US region).

Make sure file extensions are turned on on your computer and it isn't *.cia.cia or *.cia.zip or etc. Make sure it is the right size - it may have corrupted when you copied it over.

I am in the FBI app on the 2DS. I selected the CIA, but I only see the options to delete, rename, copy, and paste.

That means it isn't a cia file (or you are using homebrew only without CFW - which is unlikely given your previous messages). Check what I said above.
