Homebrew Help updating Shop Channel

Hey, sorry if this is a noob question, but I want to update my Wii's shop channel separately from the firmware, still on version 3.2E.

How would I go about doing that exactly? It's my first time doing anything really sensitive to system files.
It looks like I need to use this, but how safe is it?

It also appears to be an IOS51 installer, that was another concern I had.
What exactly am I installing if I install this? I know that updating the homebrew channel to beta 9 also updates an IOS file, is it the same one? Would there be any conflicts or problems playing any games?

I just wanted to make sure this is perfectly safe, I don't want my wii to be bricked, my brew to be blocked, or my games to be bugged.

There are so many sections on this website that it can get confusing where to post.

You guys should consider merging or killing some sub-forums to reduce confusion, seriously.
Hell you have people asking for help in User Submitted News.
