I already posted how to fix it. If that doesn't work go

NH2 > mini pasta > NH2 > FBI install browser

Then that should make the link I posted work

ott3dhax works fine to, tested it on o3ds 9.2U by purposely deleting my browser and rebooting then going

Zelda OOT -> NH2.5 -> rxTools Devmode -> Zelda OOT -> NH2.5 -> FBI -> install browser

What I would do is actually use sysupdater (in devmode/pasta mode) with the 9.2 files from that iso site to make sure all the system titles are properly installed.
