1. why doesn't my battery indicator turn green? it's always yellow then red
2. when charging, is the battery indicator red always?

You should explain a bit better your problem....there are few things that could happened..
And is your NDS new? or used one?

1. because your battery is probably gone bad....you should replace it..
2. nope it isn't.....my battery indicator isn't red at all when I charge..it's only red when the battery is low..It's yellow while charging, green while charged and red when it's low..
