ok so i was downgrading my friends wii using big moe's guide and when i downraded it the screen just went black and white and its spinning like the spin a wheel on the price is right. what should i do now?

no, it won't.
None has problems that is the same as yours and we could conclude its a hardware problem. So, begin testing out different cables, different TVs, different discs etc

have a run of cIOS Downgrader, choose the same firmware, but choose one that is according to where you live in.

You need to link that thing up to a TV that supports NTSC and PAL.. or a monitor.
Basically, you're stuck unless you have a PC that can support both input signals.
