There is currently no homebrew app that can do this.
Switch OS (horizon) has a really strict and complicated security. Running such a homebrew app will cause massive performance and compatibility issues with games (lag and high latency included).
Even if thats doable the switch would have to compress and record video, audio and input (bi-directional) at the same time and send it as a stream through the usb port. Due to the limited bandwidth and ressources the switch has you would have a really crappy picture and most likely input lag in hundreds of msec.

I'm sorry to revive this thread, but I'm having the issue that my modded Switch won't connect to the TV. It seemed to be connecting fine, and then one day it flickered/glitched and will now longer cast to the TV.

I am planning on bringing it into a local game store for a repair, but I should I try to to restore the Switch to the NAND backup I created before I modded it? Would that have a chance of fixing the issue? If so, how could I prevent this from happening again when I use CFW?

Before doing repairs on the switch. I would try different hdmi cables, different hdmi port, and if you can try a different dock

I did try with another dock and different cables. This Switch is unable to connect to the TV, but my original (unhacked) Switch is able to connect to the TV on both docks.
