Help me remember the name of this arcade game

It is a racing/shooter game at about 7:50 to 7:56 in the upper left corner. I been trying to remember the name of this game. And can't remember then did a search for arcade games and was watching this vid and was glad to see the game but I need to remember the name.

BigBangBlitz has all of the games listed in there. But I'm not watching the whole video to figure out exactly which number game that is. Just search for BigBangBlitz name and you should find his comments on that page.

I only played it a few times but I did like it

I have no idea what makes me remember that game but I seem to think about it every couple months but then never try and figure it out. And now I have wheeee

EDIT: wheee found a rom and been playing it

I'm happy now
