ROM Hack [Help] Looking for Mario Kart Plugin that affect's everyone in a race

Me and my friends are bored of normal mario kart, so I was wondering if there was a plugin that I could download that would let us change cc for everyone and stuff. We play on Download play, and the thing is my friends don't have hacked consoles(Parent's won't let them hack the 3ds's). Is there anything I could do?
