Is there a way to convert a Cia again in 3ds ?

I want to randomize my Pokemon As

For that I need the romfs

Unfortunately I have only the Cia file

Better ask at that topic... I did it just once with fully decrypted cia. Don't remember all details, sorry.
.cia should NOT be encrypted, anyway.
