I have a question is it possible to put in a Nintendo 3DS/DS cartridge and download it to the SD card and play it and how do I make it boot wo the SD card

You can install CIA files to the 3ds (essentially 3ds eShop titles)

Look up nds-bootstrap for DS games

Yes. You can use GodMode9 to make backups of physical 3DS carts, and install them as CIA. You can do the same with DS carts, and run the NDS files through nds-bootstrap, as mentioned.

If you followed 3ds.guide, you should already be able to boot into Luma without an SD card.

In that case hold select on boot and let us know what version of luma you are running

No, that's safe

As long as you don't cheat online Nintendo tends not to ban 3ds
