unzip it and if you wanna see what it contains first and edit it as it is a few versions old open it with notepad it goes in the config folder.... the ini folder is where you put custom ini files for same purpose... if you need more help i can go into further detail....
BTW that looks like an old version of hekate.... what fw are you on? the latesty hekate comes with a GUI and it makes navigating alot easier, also you can make emmunands to avoid loosing compatability if an unexpected update is slip-streamed to the system
*****this file goes in the config folder itself... if you want to make custom ones tyhey go into the ini folder inside the config folder.... you can name it whatever you want..... if you get the latest version of hekate the custom loaders will be shown when you click the more configs file.....

**** i also seen you are using the current 5.0.2 version... my other advice is to get the complete kosmos package and patches so the gui will work instead of that terminal output...
