Hacking Having trouble finding the info I need (FBI/Home & Safety)

I have my emunand working properly on my N3DS. However, I am having trouble injecting FBI into the home and safety application. The icon is still there it just say's "health and safety missing" when I try from inside RXTools.

I was then told I have to decrypt it with decrypt9 but I have been having trouble getting that to work and I am a bit stumped as to where to look/what to do now.

Unfortunately I don't. I am however pretty good at following guides & instructions and have modified other consoles such as my Wii U's vWii mode so I do have a bit of experience under my belt.

That said any instructions that can be provided I would be great. Thanks for the offer!
