Go through something like https://www.cia.gov/library/publications/the-world-factbook/docs/refmaps.html and for most developed countries it will say the literacy rate hovers around 99%. Of late I have met a few, usually older, people that are unable to read and write. Typically they grew up and still live in the country. Some may be dyslexic but as the support for such things was... not great up until around 20 years ago and still sucks in some places the chances of a rural school in the 20s-40s is not good either.
Most of them are far from dumb as well, usually have a partner that handles any reading related activities, and they can perform fairly well in their given fields. In my case one was an old farmer who was good at farming, and really quite practical and capable of building things, and another was a pretty decent mechanic for older vehicles.
I am not necessarily talking someone with Down's either. That said if you met someone that lost the ability to read then that is a different matter. What counts as literacy is an interesting discussion in and of itself but I would say for this as a general guideline be fairly generous here.
