Hacking Have 3.18 Vita, No Developer or PSM. Is it Possible to Hack?

I see mixed information all over the place. I have been able to do the email exploits but when I look into Rejuvenate I am stumped. I don't yet have a PSP game to convert yet but I'm about to use a friends PS3. If I don't have PSM or PS Dev am I just out of luck? Or am I still able to get emulators like I want?

Wow thank you Voxel Studios for the very quick response! I had seen mixed tutorials that said I needed PSM and Dev app but from what I can tell I should be able to get these on my device.

I love GBAtemp but that Hackinformer spells it out a little bit better on this one.

It's understandable since Hackinformer has done more (clear) tutorials than what I have done in my guide.
