Still personally gonna be a bit cautious and wait the 15 out just to be clear seeing as even if it is reversible I don't want to jeopardize my N3ds when I do the dsiware stuff. not sure bypassing bans would jeopardize it but never the less. Ideally a fix'll be out this week though for both errors.

The same guy who leaked it modified it. FBI tells you the version string anyway before installing so no one to blame but yourselves.

I doubt the leaker intentionally did that. What ever tool he used to convert the game to CIA didn't really use valid version number assuming you can retrieve that from cart games with current tools in the first place. I bet he used Decrypt9 to convert it directly to CIA and in that case it may not be using a correct version for the CIA.
