002-0102 doesnt block access to eShop/Miiverse or NNID creation though and wouldnt fcdcert restrain access to all NN services?
002-0102 is just a ban caused by your LocalFriendSeedCode_B file and replacing it lifts the ban. You cant get one without another 3DS yet, but apparently someone can generate them to make em legit enough to pass. This might cause a deviceID ban in response if detected...

Where or who do we go to to get a legit "LocalFriendSeedCode_B file" file to inject without the need of another 3ds?/

I have a Japanese n3DS and an English n3DS. If I preload the games on my Japanese console, import the seed tomorrow morning at 10 AM CST on the Japanese console, then get the seeds for the English console before the 18th (because the seeds are region free), play the games online on the English console, would that constitute a ban since the seeds are already out I wonder?

You find out by trying to go to the eshop and play some other already-released game online, like Mario Kart or something. If you can do both of those things fine, you're not banned. It seems pretty likely that you'll have been hit though.

To not get banned, do not play Pokemon Sun or Moon online or use their online features before launch. After launch, do not continue playing the leaked versions. Backup your save and insert it into a legit copy or a freeshop copy.

I mean, for those who haven't been banned, luckily like myself. Would it be best to backup my saves, uninstall the games, wait for them to be uploaded to things like FreeShop and stuff? Or the ticket its self?
