Recent viewing on this topic is still at a No. You are not able to. As such. Games, updates, DLC, all needs to be found elsewhere and installed with FBI.

You’ve got a CFW system, why do you need eshop?

Region changing on the firmware level just isn't a good idea. I've kept my Japanese New 3DS on the Japanese firmware for this very reason. Luma lets you change game region anyway.
