Just curious since I was reading an article about how this guy downloaded some music and got fined for a lot of money,has anyone ever been fined and is it possible that the game companys will ever start?

Actually that's exactly the point. It's illegal. They can fine you.

once some cops are on the spot i put on some dragonforce music and say "This is a brand-new nintendo media cartridge, the music was before the copyright issues"
i never been fined for this though

The easy answer is yes.

People have been fined for music plenty of times.

Games is not so visible, but Nintendo has recently been beating up Japanese citizens for game piracy.

In most cases when it comes to music/games they go after the big fish aka sites that supply such things or people that share alot of it,if your worried about being fined then simply don't download anything illegal.....

Quite a few in fact. My best friends uncles brothers sisters dogs long distant cousin got life in jail for piracy.

I don't think the government will care if you make a few illegal copies of games, like a casual pirate.

If you're renting out space in a storage facility and stacking it wall-to-wall with pirated copies of Transformers 2, on the other hand, you may just receive a hefty fine. I remember a few years back, around the time Revenge of the Sith came out, some guy got arrested for stockpiling bootleg copies of the movie.

Here in my country, like 6 years ago, there was a news report about finding a building that burns PS2 and Gamecube games. They even showed Donkey Kong on a DVD5. And that's the only time they mentioned games and pirates in one report.

I also got a C&D from my isp for Madea Goes to Jail. Of all things it had to be that movie. If you're using torrents get peer guardian and/or only use private trackers.

Duh, it's still legal here in NL to download things for personal use.
