I'm wondering if it's capable yet, as when I try to load it stays at the loading screen. So, has anyone gotten it to work?

A few games are only broken if you don't have a working save file.
Try importing a save from your console.

Where are the saves located on the SD, and where do I put it in citras files?

Saves are stored in encrypted format. Decrypt them to your SD by using a save manager homebrew or SaveDataFiler.
As for Citra... hell if I know. Shouldn't be too hard to figure out since it has a barebones filesystem folder already.
