Okay, so I want to buy Halo Reach in the near future. My question is, does it come with a code to enable online play like BFBC2 does? I don't want to risk buying used if it does.

BFBC2 doesn't come with a code to enable online play. It comes with a code to let you have access to VIP content. The code alone is worth about $20 (about the difference between used and new), so you're better off buying new in that case anyways. BFBC2 online lacks a lot without the extra VIP maps for sure though. You need them to make the experience.

More on topic: I'm pretty sure Reach doesn't come with anything like that. BFBC2 is kinda special.

Nope, no code to go online, you just need live.

VIP is worth about $10 (it is 800 points on XBL). Anyway, I agree, BFBC2 is sorta lacking if you don't have VIP.
