I was wondering what this is. Is it a generic clone of some flashcart? Does someone know what it can do?

I'm absolutely not sure, but I would say it's the "inside" of basically every DS flashcard these days; what the different teams might do is just buying a lot of these, installing "their" firmware on those, and then packing them in cartridge cases.
