Emulation Good computer yet cemu runs slow

I own a gtx 960, 16gb of ram and i7-4790 CPU at 3.60GHz. I have installed cemu 1.13.0 and it runs very slowly my friends who own a weaker PC get 60 fps whilst I only get about 20-30 when I play on 720p on zelda breath of the wild. I have also noticed that when I play my cpu and GPU usage is only around 30%.
Any suggestions?

Buy a WiiU. You'll need a grand to upgrade your system to run it well. And, if his system runs it better, it isn't weaker, yes?

Try using a dual core recompiler in CPU>Mode.
You might wanna also use a complete cache file which i can't provide here.
