But before I go ahead and do that:
-I have a European Wii hoping to install the HBC
-I would like to buy a game from Japan

I'd like to know if it's possible to obtain DLC files from a Wii ISO site or w/e and have them be unlocked within my legit Japanese game? Also, does every Wii game have the simple "data is already on disc, connect to Wi-Fi & pay for flag" system, or do some have special security locks on them? If it helps, the game I want is Dragon Quest Monsters Battle Road Victory.

    Many thanks in advance.

Follow this guide to mod your wii. Then install Priiloader with region free enabled along with darkcorp. You should be able to play any game from disc channel.

Thanks for the info, but it's not a backup I'm trying to play. I've bought the actual game, I merely wish to remove the region lock. Or do I need to be playing a backup in order to use pirated DLC?

Edit: also, I got my Wii in maybe 2007. Possibly 2006. I don't think this counts as "new" in terms of hardware updates.

You don't need to play a backup to use the "pirated" DLC. Use priiloader (darkcorp is not needed because you want to play a retail disc) or Gecko OS or NeoGamma to play the game.
