Is there some kind of tool or way to make a gb game into a gbc game? (Particuarlty super mario land 2)

I assume you just want extra colours rather than the extra speed and RAM the GBC sports (or any of the really weird stuff http://problemkaputt.de/pandocs.htm#cgbregisters ).
Assuming the GBC colourisation options do not do it for you then there are a fair few options for colourisation.
Equally a decent number of GB era games had options for the super game boy. Find an emulator which supports such things (though we are in the GBA section so I don't think goomba ever gained that as it was something a bit special)

I did see a few proof of concept hacks to turn GBC into GB a little while back and the principle could be done in reverse, indeed many of the original devs probably did something like that for the DX/GBC enhanced versions. Would be a fair bit of effort though when other options exist.
