Hacking Gateway Download Play on PAL consoles with JPN game?

Will having 2 PAL consoles (1 running Gateway) and using JPN/NTSC games work for download play?
I've read that if both consoles are the same, it will work, but if from different regions it doesnt?

it's not related to the game is it that it has errors for download play?

No. To use download play (so to play with only one cart), both 3DS need to be from the same region, and same for the game (need confirmation).

At least, all my tests with a JPN and a EUR 3DS failed.

For example, 2 (or more) JPN 3DS and a JPN rom.

I'm not 100% sure for the game region (99.9% sure), I would need to check again but I'm sure for the 3DS region.

I think "NG" = "No good".
